  1. In large bowl, stir together the flour, baking powder, baking soda, salt and nutmeg; stir in the lemon rind and blueberries.

    In a medium bowl, combine the butter and honey.

    Beat in the eggs and milk.

    make a well in the center of the dry ingredients, pour in the liquid mixture, stir until no dry spots remain; do not overmix.

    Spoon into greased or paper cups, filling 3/4 full.

    Bake at 400F about 18 to 20 minutes, or until golden brown and firm to touch.
